[Plugin: Restrict Categories] Minimum capability to access plugin options page

Hi there

Firstly let me thanks you for an excellent plugin. I was wondering why the options page is available to anyone with the ability to ‘create_user’. Surely it makes more sense to restrict it to those with the ability to ‘manage_categories’?
