Plugin recommendations for joint purchasing please

Hi, I don’t know if somebody is able to recommend a plugin that allows buyers to buy together. The idea is to kind preauthorise the payment that the customer has added to the cart, but not charge them until the date limit is reached as well as the minimum total order is reached. Other customers will add their stuff to their carts too, and have their funds preuahtorised. They will all be charged only once the date limit is reached and the minimum order (value and or amount) is met. Meanwhile the funds can be held in a kind of wallet. It should be possible to organise these buyers in a kind of purchasing groups – so they can accept new members, or not, there should be a role ‘purchasing group admin’… They should be able to define their own points of local delivery (or local pickup). They should also be able to communicate between themselves (forum, chat, messages?) so they can organise themselves to receive a delivery.
Ideally, I am looking also for vendor ability to group themselves and offer their products together, with the aim of promoting each other’s product and also of delivering together to their customer groups.
The idea here is that these will be orders to be delivered locally by producers, who will not want to be driving up and down for very small amounts of their produce, also to make certain products more readily available to certain markets, which I think will be good for both producers and their customers and for the planet. This would be a solution somewhere between the wholesale and retail, with a dash of members, groups and local pickups.
Any ideas of what I could try?
I am looking to set up a marketplace with woocommerce and…whatever other products I need to install on top to end up with what I need.
