You can use the custom roles along with the Advanced Post Types Order. You just need to add capabilities for the custom role of level_X where X is the number from 0 to 10. Then select from the plugin settings page the minimum level which can re-order and you are set.
You can find a level hierarchy on that link http://codex.wordpress.org/Roles_and_Capabilities#User_Levels

Not sure why, but when I try to add capability of “level_0” for example, it does not save. Also, I have the plugin set to Subscriber level, so it seems it would give anyone with a login the ability to sort. Very peculiar.

This worked fine during our tests, which plugin do you use to set your custom roles? This works great http://wordpress.org/extend/plugins/user-role-editor/screenshots/

Also make sure your custom role actually have enough capabilities to read , edit_posts, delete_posts to see the post types menus and implicitly the re-order interface.
