Plugin only works on one page and not others

We’re experiencing an odd issue where the plugin only works on one of our pages, and for the other ones the spinner just continually spins and the plugin doesn’t actually load. When we took a look at the source for the working and non-working pages to compare, we noticed that the header code (required libraries for your plugin) are not loaded for the pages where the plugin wasn’t working. We’ve used the same shortcode [CongressLookup] on each of the pages and are puzzled as to why the header code loads on one and not the other. As a quick fix, we’ve manually included the required plugin libraries ourselves in our theme header file for now but were wondering if you know why this would happen and if you could provide some type of guidance.
