 * In a theme which does not support footer widgets (I know), the ‘plugin’ mode 
   is useless so far… and the plugin absolutely refuses to acknowledge that the 
   css file has been made writable. Even so, as far as I can tell, there is no functionality
   built into your plugin for custom css anyway. Am I wrong?

 * wrong…no! not realy 😉
 * You must set the right of access to your files / folders using FTP. Normally 
   755 for folders and 644 for files. If you can not edit the CSS menu-on-footer
   temporarily set right in CSS 777.
