There are many requirements for inclusion into the WordPress repository but mostly it’s about the code being GPL’ed or 100% fully compatible with the GPL.
A plugin that is 100% compliant with the requirements but depends on an external commercial service would be allowed. It’s the software hosted here that needs to meet the requirements.

Apparently, if they want to charge $300 per month and someone wants to do that, it’s fine. Personally, I’ll try S2 membership and move on.
There are many plugins that have a cost to run, but it is not very uncommon to find that a developer has shared a LITE version of their plugin in the repository, like ours

It’s free to use but not unlimited, we do charge for the premium version as well as ongoing support and updates.

So sorry for talking so long to respond to this. For some reason I did not get a notification, and never realized this post even existed.
To provide some clarification, this plugin does indeed require a membership with Ontraport. Ontraport is an all in one marketing platform that does far more than provide membership functionality. The membership plugin here is an extension of our functionality so yes you do have to signup on one of our plans to be able to properly use it. We added it to the repository so that our members could easily update when we make modifications etc. I do not believe this is against any TOC.
With that said, if you are a serious business owner… I’d highly recommend checking us out. We have a pretty unique product that I stand behind 100% regardless of any bias that you might assume I might have due to the fact that I work there. http://ontraport.com
