The category IDs are numeric IDs. You can find them by going to the page to see and edit link categories, then placing your mouse over a category and seeing its numeric ID in the link that is associated with that name.

I am having the same problem, when I go to the “Links” “Links Category” page, where I can add categories and see the current categories, and hover over and existing Category, it shows “Edit”and the name of the category.
I have tried putting numbers (randomly up to about 15 — I have 21 18 categories.) each time when I go to save the setting I get a warning such as
“Excluded Category ID 1 is invalid. Please check the ID in the Link Category editor.”
When I put nothing in both the Categories to be Excluded and Categories to Show, I at least see a listing of all the categories.
I had things working well yesterday.
I love you plugin. I just have to get it back working again.
You need to look at the web link in your browser’s status bar at the bottom of the browser window. It would look something like this:
http://yourblog.com/wp-admin/link-category.php?action=edit&cat_ID=39
In this case, 39 would be the category ID.
