[Plugin: Job Manager] Adding Reference Letters via Admin

After an applicant has submitted the application, we’d like to be able to add a reference letter via the admin panel. Basically, so that the applicant does not see the reference letter, we want the letters sent directly to us, and then attached those letters to the application to store all materials in one location. I could not see a way to change the settings to allow file upload to a submitted application.
