    Comments are stored in the comments table in the Database, similar to Posts.

    I had another question. When you subscribe to a post’s comments you are sent a verification mail with a link to verify your subscription. The confirmation link takes you to the website https://subscribe.wordpress.com where there is a dashboard containing a list of all blogs the RSS feeds which you have subscribed to. So that part I assume is owned by wordpress.com. Is this correct?

    Yes.

    Its just a “mailing list manager” of sorts to control your subscriptions.
    Since WordPress handles the Subscription Email sending from a central location it seems.
