I have this when i am trying to connect to wp.com (I have an account) - Your website needs to be publicly accessible to use Jetpack: site_inaccessible Error Details: The Jetpack server was unable to communicate with your site [IXR -32300: transport error: http_request_failed Operation timed out after 15001 milliseconds with 0 bytes received]

    What is it?

It means that your website cannot be communicated with,

as its on a local domain,
its blocked from being remotely access,
you have a "security plugin" blocking access
the XML RPC components of your site is disabled, or you theme isn't advertising the awareness.

I can't remember off hand if JetPack pings on a XML RPC item or direct to the plugin.

That error is typically an issue with concurrent PHP processes. Jetpack, when connecting, requires two concurrent processes. If your host is limiting you to 1 process, you'll get this error.
