Maybe I should add that the missing ” is a misstake I did when I wrote the line here, not in my cvs file. 🙂
I’m seeing the same thing, even with the example CSV file. It says
No user was successfully imported, please check the error log.
The error log is created, but it’s empty. No permissions problems, no PHP errors logged.
This is on a brand new install of WordPress 3.3.1 with no other plugins, running on PHP 5.3.2.
Yeah, I got the blank error log as well.
your first value should be in quotations and empty fields as “” too.

Nothing happens except I get “No user was successfully imported, please check the error log.” and when I open the log it is empty.
I’ve tried adding “” around the username and the empty fields as chroix suggested, even though the example file doesn’t have that.
I then realized that the dot in the username wasn’t allowed by wordpress, so I removed that.
Oh, and I should add that I created the cvs file in Notepad++, because I am aware of the sometimes strange behaviour of excel.
Still not working though.

Same thing here when I import the example I get an error, which is showing a blank page.
If you get a blank page, then it is a php error. Enable debug mode to see an error message. (http://codex.wordpress.org/WP_DEBUG)
Seeing the same issue on a multisite install. Not a blank page, just a “No user was successfully imported” message and nothing helpful in the error log (I get an old error message from several weeks ago).
