Plugin header URI rules incorrect

I was just submitting my first plugin and tried make it within these rules:
https://developer.wordpress.org/plugins/the-basics/header-requirements/

I also checked that many plugins I have installed to different sites, have indeed wordpress.org based urls.

There is said that plugin header URI can be wordpress.org or own. Now I got bounce that I cannot be and I refer to that guide, it was confirmed to be false.
