Plugin For Frontend PDF and other document files upload and download

I am trying to create a website where my users can upload and download pdf and other document files from frontend. admin must approve the files uploaded. Any user can download the files. it is for students study material. im struck. i need set of plugins to fulfill my requirements. please help me. thanks in advance !!
