I just tried to replicate this in a installation using TwentySeventeen theme and no other plugin. New sidebar is being created without any problem.
This may be a plugin or theme conflict. Please attempt to disable all plugins, and use one of the default (Twenty*) themes. If the problem goes away, enable them one by one to identify the source of your troubles. Prior to this, please keep a complete website backup (files and database), just in case you lose any settings during the test, so you have a working copy to restore.
If you can install plugins, install “Health Check”: https://wordpress.org/plugins/health-check/ On the troubleshooting tab, you can click the button to disable all plugins and change the theme for you, while you’re still logged in, without affecting normal visitors to your site.

We are using the 2017 theme. We created a sidebar but when we try to locate is using the sidebar loaction button I also get a modal and loading icon period.

Unless users have the exact same version of WordPress on the same physical server hosted by the same hosts with the same plugins, theme, and configurations, then the odds are the solution for one user will not be the same for another. For this reason, we recommend people start their own topics.
