plugin disappeared from dashboard and weekly report issue

I’ve set up a weekly report that it’ll send to my email, but it doesn’t work every time. some week it just skip it. I’ve checked my email log and I couldn’t find any email for those missing weeks.

I found out that it appears because wordpress was updating, and on other cases the site went down for few seconds. is there a way to avoid such failing?

Besides that I’m having this issue since long time ago which is that the plugin disappear from my dashboard, There is only to admin user in the site, and I or the other admin never change the view permission. I had to log in with other admin account, deactivate the plugin and activate again then the plug-in will show but it doesn’t work anymore.
