[Plugin: CSV Importer] importing utf-8 characters and get trucated on dreamhost.com

hi,
I was wondering what would cause my import to get screwed up
All my title got truncated and the coma deliminators get all mis-placed.

Could be the dreamhost shared host memory caused this?
because on my localhost I was importing fine.
