Actually, the Popup Maker plugin uses the WordPress editor. If you suspect a problem with the Popup Maker Admin/Editor, go to this url to spin up a temporary test site and install a copy of Popup Maker. You can add in any other plugins and themes that you want to try. I am willing to bet the problem is due either to interference from another plugin or theme on your site, or a compromised version of WordPress.
Alternatively, you can follow the guidance in this documentation to test if plugins and themes on your site are the source of the problem with Popup Maker.
Popup Maker is also compatible with PHP version 7+.
