[Plugin: cforms II] Why has cforms II not been reinstated in repository?

    I understand that the excellent and hugely popular cforms II plugin was removed from the WordPress.org plugin repository in Jan 2009 because it was exposed as not being GPL compliant. But the plugin author made it GPL compliant within days of that incident. So can anybody explain why, almost 2 years later, cforms II has not been reinstated in the repository?
