You can normally spot this my viewing source and observing missing code or duplicate scripts (usually several versions of jquery) or by checking the JavaScript console for errors. It does work on that standard WP themes e.g. 2012, 2013 so it’s pointing to it being a theme issue. I’d have to get quite deep into your theme’s code to investigate that which I’m not going to be able to do. * I’ve had reports of another compatibility issue with one of Kriesi’s themes, where the titles of cookie law info custom posts are displayed in the header- I did scan the source code on that one and it became clear that the feature controlling this was a key part of the theme and not something you can simply remove or switch off. Perhaps it’s the same with your theme. * If it were me I’d check a few things, some of which I suspect you have already done but I’m listing them here for anyone else’s benefit if reading this later: * – Disable literally every single plugin and check functionality.
