[Plugin: Capability Manager] Enable Editors to Post as Sticky

I’m pretty sure editors should be able to post their post as sticky, but they cannot. I’ve tried every combo in the capabilities settings to no avail. Any ideas how to allow editors to post as sticky? If there’s no built-in setting, how would I add that capability?
