[Plugin: CaPa Protect] do categories AND together or OR together

I have some categories that are topic categories (e.g., “weather”) and are open to visitors. I would like to have a category (call it “private”), so that when both are present for a post, the post is not open to visitors. I have the settings for CaPa set this way, but the posts always appear. Is there some way to do this?
