I am currently looking into this problem.
Activating Contact Form 7 allows the BPS Pro menus to display correctly. Deactivating this plugin causes the BPS Pro menus not to display and denies permission to all other plugin pages except for the options.php page. Uninstalling Contact Form 7 continues to break BPS Pro. I am about to start digging around in the coding to find the conflict. I assume the same function names or option names were used in both plugins? Will post back here with my findings. Thanks.
Ok the issue is not directly related to Contact Form 7. I have 2 sites on different hosts that have some bigger issue with doing single plugin deactivation that does not clear that state of the plugin that was deactivated. Doing a mass deactivation does clear all states. So still narrowing down exactly what the issue is, but there is not a direct conflict between BPS and Contact Form 7.
As it turns out the user had an old plugin installed on 2 separate sites on 2 separate hosts. That plugin is no longer allowed or has been removed from the WP plugin repository. That plugin was interfering with all plugin deactivations and states and was causing other various issues with all other plugins. A conflict does not exist between BPS and Contact Form 7.
