 * Hello,
    installer fresh wordpress site with better wp security, when i want to
   make some modifications on my theme, i cannot see the changes is this a cache
   or better wp security behaviour?

 * You can’t see the changes on the front end or are you looking to edit in the 
   backend? The former is caching. The latter means you have turned off the editor
   in “system tweaks”
