Yes, this is perfectly normal. For the moment, the plugin doesn’t take away any CSS from the login pages, but adds its own css on top of the existing ones.

I use the login_enqueue_scripts hook. It puts the plugins CSS to the bottom of the page, which means that for a short moment, you’ll see the original login screen.

By changing to the login_head hook, one could write the css to the top of the page and avoid the flashing of the original layout.

I will change that in a future version. Thanks for mentioning it.
