Pluggins

Hello!

I don’t know if you can help me with a problem in wordpress i think is the domains problems, for some reason the plugins button are not showing on my site , but in a diferent site the pluggins buttons are being show
I’m working with this “dashboard”

And i want/need to work with this “dashboard”

Because i need to work with plugins, except if you could help me getting a way to upload a image automatic from Instagram to the blog without embed (i know API).
My main objective is when i upload a photo for inst. i want the exact photo automatic uploaded to the blog.
