    I want to remove the notification on my page that "comments are turned off" but I cannot find which line/code to delete.

    wrong file
    post the contents of your theme's comments.php to pastebin.com and come back here with url

    this is the line you want
    I would just change it to
    <p class="nocomments"></p>
