Copy the origanal code from the twentyten theme and paste it into your functions.php file. Do not do this if your functions file is customize.
You can also use PasteBin and let us see what your function file looks like. We can help you out that way as well.
You’ll need to use FTP to deactivate that theme – see:
http://codex.wordpress.org/Login_Trouble
Then download a new copy of the theme to your computer and again, using FTP replace the functions.php file you messed up with a new copy.

when i try to log into ftp://http://www.tervetesnakotnei.lv/wp-admin/
it shows an authentication error.
Please refer to to hosts documentation for how-to FTP into your site
Yes, you need to use FTP access – that’s not the same as logging in. You need to ask your hosting company how to set up the FTP for your site. We cannot help you with that part of it – it’s just a way to access files on a server.
