Hi @rjalexander,
Do you have a cache plugin? If so could your flush cache to see if that helps?
Make sure all plugins and your theme are updated.
When you change the quantity to 0, is it also set so that backorders cannot be made? Have you ever noticed that when set to 0, the quantity does change automatically?

thank you so much for trying to help.
I do have caches installed and active: SG-Optimizer and WP-Optimize.
To simplify things I have deleted WP-Optimize.
SG-Optimizer has an “Automatic smart cache purge” after every content modification.
All plugins and woocommerce are updated but not my theme (Divi) which just expired.
Backorders are not allowed by default and we have never activated them manually.
Yes the problem is that we get orders for things which we are SURE we had set to zero and then we find orders and also a nonzero quantity for the item.

Thanks for the further information and well wishes. We hope that you and the whole WordPress/WooCommerce community stays safe and healthy!
I would be curious if there is a plugin that may be affecting your inventory to change the inventory after it is set to 0.
Let’s make sure this is not a theme or plugin conflict with WooCommerce core.
First, backing up your live site before any testing and updates is highly recommended. If you would prefer not to do testing on your live site, first make a back up of your site, then create a staging site using this plugin WP Staging. This creates a copy of your live site where you can make tests without affecting your live site.
Temporarily switch your theme to one of our default – Storefront or Twenty Nineteen, then deactivate all plugins except for one – WooCommerce. If it shows correctly and you can’t order the 0 quantity product, then it’s a theme or plugin conflict. Reactivating each plugin one at a time, then see if the issue pops up again will tell us which plugin is conflicting.
