Please help me adjust several details of the primary menu container

hello,

After several hours and several plugins, I am unable to make the header/primary menu have what I would consider to be a fairly simple look. All I am after is:

-a top header section similar to what comes standard
-a bar below this header that is an adjustable width container that has the primary menu inside it
-the page content below this.

The problems I am running into with my current setup:
-The primary menu container is too tall, the items cannot be centered, the items cannot be adjusted for differenet font and size.
-the header section drops below the primary menu container

Any help on the above would be extremely appreciated!,
