You will get much better reviews if you let user know how to execute this plugin.

I had to go into source of the plugin to find out that it registers into the dashboard menu. Terrible. This is the menu item which I never use. I had not find this in 1000 years.

There are a few 1 star reviews by user with the same issue than me.

    Hiya,

We’re currently exploring other ways of surfacing the tools, although adding them to the readme is not one of them, in part due to very few users reading the readme for instructions, it is more of an information sheet on what the plugin does.

You can find out more, and even participate in the task, at https://github.com/WordPress/health-check/issues/206

As there’s a ticket addressing this already, I’m going to mark this topic as resolved, just to keep tabs on what still needs looking into.
