PLEASE ADD A COMMENTS DISABLER

I run 4 WP blogs of which 3 are reference sites only PLEASE can you add a simple bit of code that allows users to simply disable or preferably permanently remove comments.
I keep getting spam emails from various sources via WP comments and its becoming very frustrating.
I need to delete aALL comments at one fell swoop and disable the comment feature…that can’t be difficult.
