pictures/rollover nav. in header , how to ?

Hello,
I would like to make the main navigation for my site (with several pages) in the header. I want to use pictures that change on mouse over > rollovers, how can I achieve that?
And/or is there a possibility as well to make flash navigation and place it in the header?
