 * Before a major update, I would prefer the plugin intercept the update process
   to warn me about the minimum PHP version required so I can address that first
   or make an informed decision to wait.

 * I agree. But as far as we know there’s no way for us to do that in WP. By the
   time our code runs WP has already installed the update. Which is why we tried
   to make sure that the requirements are listed at the top of the 4.0.0 change 
   log and warned users that they should try the update first in a test environment.
