You can either create this file on your desktop using an application like [Notepad++](https://notepad-plus-plus.org/downloads/v8.1.7/), and then upload it to the same directory where you find the `/wp-content/` directory and `wp-config.php` file (amongst other directories and files), or create the file directly using the file manager in the control panel (e.g. CPanel) provided by your host. Note that when you signed up for hosting, the host should have provided you with some kind of control panel access (url, username + password) so you can access the files and folders.
