Photos on Pages

Pardon me if this has been covered prior. How does one set and ANCHOR photos put on a page? They seem to go wherever they desire to and it looks different each time. I know no code and, even though it’s supposed to be poetry, have a difficult time with it. Is there a way to set the photos I want on a page (I know how to get them TO the page) and arrange them in the manner I desire? Photoboggled in Ocean City, Md.
