Photon breaks some image

The last discussion on this topic dates back to three years ago but the problem remains.
With photon and even disabling photon with tiled galleries some images are broken. The reason is that in resizing images comma is replaced with
“%2C”

How can I solved this problem? Can I replace %2C with “,” in image url?
