Photo Gallery Plugin

I’m baffled that I’ve not been able to find this, I feel certain it must be out there!

I need a photo gallery – very simple but will allow me as admin to create categories and sub-categories, then allow ALL registered users to upload photos to the categories I allow them to or create sub-categories if one they need does not exist, the upload photos to it. They cannot create main (1st level) categories and no pictures can be uploaded to 1st level. Only sub-level.

For instance:

Pizza -> Pepperoni -> Users can upload here
Pizza -> Sausage -> Users can upload here
Burgers -> Hamburger -> Users can upload here
Burgers -> Users can CREATE a sub-category (Cheeseburger) if one they need is missing but cannot upload photos to the “main” category.

I originally tried Gallery2 and Gallery3 (beta) – I also installed and tried Coppermine. I am simply shocked that as robust as these are none of them have these features!

So, I installed WordPress thinking maybe a plugin would exist to do this. Can’t find one.

Any help? I’m at a loss.
