I can actually find several free plugins that allow you to add a phone number on login/registration. However, the catch here is that the SMS charges are not free. So, you have to pay for each SMS that the plugin will send to your customer when they log in or register. The charges can be subscription-based or SMS-based.
You can try any of these plugins –
1. OTP Login Woocommerce & Gravity Forms
2. Login with phone number

One of the mentioned plugin OTP Login Woocommerce & Gravity Forms has Google’s Firebase integration.
It looks they have a nice plan which covers almost 10K/month authentication requests. Which seems to be a really nice offer to me. You can see details here – https://firebase.google.com/pricing
