Pervasive Multisite admin panel

    The plugin puts a splash screen on top of every single page in the admin area of all subsites by default, and admins must actively dismiss it. The Superuser needs to have an option to remove/suppress this for the network. There is no reason this should be shown on any site but Id=1.

    We had this behavior changed in v3.0 dev branch already.
