    Hey there. I’ve recently run into this issue. I only get a SETTINGS option under the menu on the left and if I go to Plugins and click on the plugins “settings” I get “You need a higher level of permission.”.

    I have tried deactivating and reactivating as suggested in a different topic, but that doesn’t resolve the issue.

    Any suggestion to resolve the issue would be appreciated. This is installed on WP 5.6.

    By default the Simple Custom CSS and JS plugin creates the “web designer” role with the “*_custom_csss” capabilities and assigns it to the administrator.

    There are several plugins that modify the users’ permissions, for example User Role Editor or WPFront User Role Editor. If the role or the capabilities were removed for your current user, then the permissions error will show up.

    Would you please do the following: install the User Role Editor plugin, go to the “WP Admin -> Users” page and click the “Capabilities” link associated with your user (see this screenshot), make sure to enable the “Web Designer” Role and all the “*_custom_csss” capabilities and then click “Update” (see this screenshot).

    You can remove the User Role Editor plugin after updating the capabilities.

    I also encountered this. I didn’t have any user role/permissions editing plugin on the site when I had this happen.

    I didn’t quite track down the source of why it didn’t work right away, but installing User Role Editor (my preferred plugin for this type of thing) and making saving the URE settings with “Show Administrator role at User Role Editor” enabled is actually all it took to have the items show up (didn’t actually change any of the roles/capabilities at that point.)

    I’m somewhat suspecting that this was actually related to server-side caching (I have W3 Total Cache with multiple caching methods enabled), and that just happened to be the point when the capabilities for the admin role was refreshed to have it notice the new capabilities & all that was really needed was clearing the server-side caches to have it do that (no additional plugins or anything necessary.)

    I actually then deactivated User Role Editor and the menu items are still showing (again, having not made any actual edits with URE.) Kinda supporting the idea that it was just server-side caching (database/object/opcode cache, probably) delaying it noticing the user had permissions to view those menu items.
