After unsuccessful debugging, I’ve installed a clean WordPress 4.0 and made it a multisite. * After installing only Polylang and no other plugins or themes, permalinks are not working. In case of blog posts, it doesn’t work if I choose post name permalink. And in case of pages, all of permalink options are reporting 404, except for standard (?p=123) option. * Permalinks do work if I choose default language in Settings->Languages options. There are no other themes installed or activated. Still no luck. I see no evidence of it. You can activate the plugins menu (go in network settings, at the bottom). This allows all users to activate/de-activate plugins for their site.
