Permalink Error : When the second is “00” , the post will view as a archive .

I set Permalink Structure as /%year%/%monthnum%/%day%/%hour%/%minute%/%second%.html
But When my articles are posted on “00” second , e.g.: http://el.civve.org/2007/05/04/19/19/00.html . It will be viewed as a archive .

I think it is a bug , isn’t it ?
If it is not , How can I do ?
