Pending review & draft status. And no more ?

We are a team of writers and we would dearly need a more complex validation process than the one existing in WP, which offers only a “draft”
and a “pending review” status.

When a contributor submits an article, we’d need two validation levels and for example, a few side statuses such as “refused articles” , or “articles to be re-written”.

Only ONE plugin to my knowledge tried this : it is called edit flow, but it is very, very incomplete. For example, a first-level contributor can access and read all the newly created status etc… In short, it is totally incomplete.

Is there any plugin that really tackles this problem seriously ? Or any solution to create new statuses and integrate them in WP ?
