PayPal Payments Stay on Pending

I have PayPal and Stripe on the latest WooCommerce store. Stripe is running. PayPal payments are not.
I have not running PayPal in sandbox mode. I have change settings from authorize to capture. But still all payments are indicated as pending after payment has been done at PayPal (Client checked). In the logs I see:

I also added Instant PayPal Notification url https://www.domain.com/wc-api/WC_Gateway_Paypal/ to PayPal in backend to see if that would help, resaved permalinks, increased memory to 256MB, but still no joy. Payment remains on pending and logs get stuck at notification..
