same issue here. Paypal cart transactions are not properly processed and die on Paypal’s side with an error.
I tried to fix this with the URLENCODE workaround that worked last time, no dice.
We didn’t patch on our side, so I assume this is on Paypal’s side again. I’ve been trying to reach Paypal Business Support but they’re useless, as always. Last time they claimed it wasn’t a change on Paypal’s side when it clearly was (that they reverted or fixed on their end).

I just hit up the PayPal Tech Support site and it said this:
Live Site Emergency Maintenance
Notification: The PayPal live site will undergo scheduled maintenance on June 6, 2017.
Emergency Maintenance Start time: Jun 7, 2017 07:00 AM CEST
Emergency Maintenance End time: Jun 7, 2017 12:00 PM CEST
During the time window indicated, merchants and consumers may experience intermittent performance issues and timeouts.
EDIT 2: Paypal Business Support emergency hotline says that this is not related to their maintenance, but since they’re level 1 I’m gonna take this with a grain of salt.

I got the same information here from the german business support. I hope this is the reason for the issue. We will see…
They told me this was not related.
I just tried a transaction past 12:00 CEST and it failed with the same error (”
Leider ist ein Systemfehler aufgetreten. Versuchen Sie es später noch einmal.”)
I don’t think that this is an issue for you but please be aware that these flowlogging_id and mfid params are specific to the error page created for an order from your shop that failed.
Edit: apparently, messages disappear or are deleted which makes it seem like I’m talking to myself.

yes, there was another message from a user from singapure. Seems to be deleted, but back to the topic…Paypal seems to be working again. Hope this will last … What about you @ppzvnico?

Still Not working for me… Same error. I have updated to latest woocommerce version but still this error.
Use this to fix Paypal go to woocommerce setting open the checkout open paypal setting click saves only and then go to wordpress setting permalinks click saves again its will fix your problem..
