 * A client of mine wants to integrate payoneer into his site. I know yheres a plugin
   for that but my main problem is that he wants to cut a commission/s from the 
   payment..etc is there a plugin for that? Whats the best way to do that?

 * I’d suggest looking into an extension [like this one](http://[Product Vendors](https://woocommerce.com/products/product-vendors/),
   which will allow your client to take a commission from transactions through the
   site.
    If that’s not what they’re looking for, let us know!

   only a form quotation to request from the vendors then split the commission, 
   is there any other plugin that deals with those processes?

 * the client basically wants to put a quotation form on a page of the site, which
   sends an email after its filled to the owner of the site and the vendor.

   than allowing them to check out on your site, there are several options available
