 * Is there a way you can have the payer automatically pay the paypal fee or have
   the option to pay the paypal fee, instead of the receiver of the donation having
   to pay the paypal fee?

 * PayPal always charges the fee to the seller. They don’t have any option to the
   payer to pay for the fees. You can adjust your donation amounts to include a 
   little extra to cover costs (if you want).
