path not found to set members only

    I have a members only network. I would like to disable file download for non members. I tried to follow your directions in the FAQ, but that path did not exist and I could not find the bp-custom.php. Should I create the file?

    /wp-content/wp-plugins/bp-custom.php file

    WP version 4.7.3
    Theme twentyseventeen
