 * I am using a free web hosting by the name pandela.com Can anybody help me remove
   this error and start wordpress for the the first time?

 * That error has not been reported as far as I recall, so it could well be an ftp
   error. Try deleting that file – wp-db.php – and uploading a new one. If that 
   fails, delete all files inside /wp-includes then upload new and try again?

 * I tried that and even changed my setting to ASCII in Cuteftp MAC.
