Just to confirm, the paragraph markup is saved as part of the custom message correct, but it’s not getting sent as part of the actual message?
I wonder if you have something in your install setting emails to be plaintext, since we definitely add text/html to the content mime type via our bp_registration_options_set_content_type function.

Hmm, looks like newlines and whatnot are saved, but not actual html.
Can you try and save the following?
